Danzo was a selfish man who would do anything for power. When pain was slaughtering the leaf village, he wanted his subordinates to sit back and do nothing to help. He wanted leaf village to be destroyed only because that would increase his chances of becoming a hokage. He didn’t value lives of people.
How did Danzo not get assassinated?
He was popular enough not to be assassinated. Because of Danzo’s ambitions he definitely managed to stay off any backstabbing from him. He was capable enough and good enough that he didn’t need suicidal techniques, avoided any situation where he specifically got out. It requires insight, planning.
Why did Danzo want to take over the village?
An argument could be made that this was a tactical decision since Pain’s intention was to draw Naruto out for their fight, but given the context of Danzo’s other actions, he clearly wanted to weaken the village so he could take over.
